Proposed Reform to H1B Program

If you have been affected negatively by the H1B program, lease sign this reform suggestion petition..

H1B is a great program that lets skilled IT Professionals from all around the world remain and work in the US and realize their potential and dreams.

However, this program is blindly been abused by hundreds of Overseas companies, that are filling false H1B and Green Card petitions, which denies the opportunity for them to be obtained by the rightful residents of the United States..

This is what I propose, instead of abolishing the program completely,

1. Restrict the H1B petitions to be filed for only those people, who have atleast 1 year of formal studies, from an accredited institution in the United Stated (Who contribute to the economy)

2. Let the overseas outsourcing companies, send employees to United States on Business Visas, or L1, so they cannot change companies when they come here, (Means they cannot apply for H1B, unless they enroll as a student and complete 1 year of education)

3. Cancel the Green Card applications for everyone that don't have formal US education, because people with degrees from USA, with years of working experience, have to wait for 8 years before getting a green card. Current date for India is 2008 right now, which is because of these unethical H1B and GC filings of these huge IT companies to retain their employees at cheaper salaries.

4. Stop raising the H1B petition fee, because it doesn't stops large organizations from filing them anyways, 250,000 applications in 5 days for FY 2017, even after tripling the fee, says it all. It makes it harder only for people on H1B or F1's to find employers in US to file for H1B because of the fee hike, which is the opposite of what it should do.

This would for sure ensure, that the program has meaning, would be used by the people who deserve it, wont be abused, and would encourage huge number of people to come to USA for education, invest in the economy, help build a stronger workforce and give the deserving people a level-playing field.

Please, I urge everyone, on F1, H1B, GC, even Citizens, to help us make this reform, and help make America the land of Dreams once again.
