Help the U.S Congress to pass a law that will protect American civilians from Police brutality, violence, excessive force, and all forms of abusive afflicted on the people by the ones are supposed to protect and serve.

Greetings. This message is addressed to The U.S Senate, U.S House Of Representatives and President Barack Obama,
America is supposed to stand for equality and justice for all. However, recent events have shown that this beautiful country I call home is having it's image distorted by the actions of disorderly police systems. From New York to Louisiana, Police have been shamelessly murdering defenseless civilians. The actions of the Police nationwide have become too familiar, and the American people are starting to associate police officers with brute violence and intolerance rather than trust, respect and protection. It is time for the Congress to step up and do right by the people by passing a law which will Police the Police.
The Police seem to think that they are above the law or even worse that they are the law, but from what I have learned they too must respect the fundamental rights of everyday Americans. There needs to be harsher punishments for cops who murder civilians, especially on camera, and who have no regards for the lives they take or the families of the victims they kill. There needs to be careful procedures and protocols taken to deescalate a situation when confronting someone who may be subject to arrest. The Police must be required to tell the individual their Miranda Rights and why they're being arrested. Many encounters civilians have with police officers go sour because they refuse to inform the person being seized as to why they are being apprehended. If a cop cannot provide a sound reason for the arrest, he/she should not have the right to apprehend that individual. The individual should be free to go. Before police pull out their most dangerous weapon, which is their gun, they should give the individual a fair warning and use what they have learned in training before they resort to their lethal weapon. Police are armed with chemical sprays, tasers, steel batons and hand cuffs. All of which can be used to stop someone who is under arrest before shooting and possibly killing them. In the event that a cop must use their lethal weapon, they must not shoot to kill they must shoot to stop the individual from hurting others. If a cop is seen by witnesses or on camera killing a person while the person is already apprehended, the cop should not be placed on leave the cop should be suspended or terminated until further notice. There is absolutely no excuse to kill an American citizen while they are already defenseless. This is called excessive and unnecessary force. Cops are supposed to know these rules already, but their behavior says otherwise. If the government can compensate the family of a victim to police violence for "Wrongful Death", shouldn't they arrest the person who killed the victim? If we can admit that it was in fact wrongful, shouldn't that cop be in jail? How can we, the American people, trust our government if they are letting police behave like common gang members taking lives left and right with no consequences? Why should the government protect criminals in uniform, who are recklessly committing homicides
during regular neighborhood patrols? If there are already laws in place to protect citizens during police encounters, those laws need to be reinforced considering police forces are not complying.
