Petition to incentivize retail establishments away from single-use plastic

Each time I go to the restaurant for take away food, I come home with packets of single-use cutlery that are not even utilized.
When I go to store, I am handed a plastic bag. As a consumer who is aware of the ongoing problem of plastic waste, its inability to decompose, the logistical nightmare of our landfills filling up, and the health and environmental repercussions that have developed as a result of our reliance on single-use plastic products, I have tried to change my behaviors, but it is not enough. Often, even when I decline these items, they are given to me anyway.
As the spouse of someone who works in the food-packaging industry, I know that health and safety concerns are at the center of our reliance on plastic packaging. However, there are some areas where we can dramatically reduce our reliance on plastic. If the government takes action to incentivize restaurant and grocery corporations to shift away from policies providing these products, change in consumer and corporate culture can follow.
I propose that consumer service establishments be incentivized to shift to a policy where single-use plastic at point of purchase only be given out by request, and gradually shift to using paper or reusable products.
