It's not about who is the brightest or smartest, it's really about numbers. Huge amount of Indian Nationals in the cue, and how they come to the USA by the thousands every year. Like everyone else looking for a better future, better working conditions, or whatever personal reason. I think the cap should be kept in place as otherwise the unique and diverse mix of people in the USA will slowly be stilted in one way or another.
