NO SOCIALIZED GOVERNMENT HEALTH CARE

All insurance should be left in the marketplace

If our employers did not have to worry about paying health insurance premiums for their employees, they would be able to afford to hire more employees. Also, if the government did not have to fund health insurance for the general public, this would alleviate placing a tax burden on U.S. Citizens. Our government already offers public funded health care insurance through Medicare (elderly), Medicaid (poor and unemployed), SCHIP (poor children), and TRICARE (civilian health care for the military).



THE PROBLEM:

The Federal law which ensures public access to emergency services REGARDLESS of ability to pay is what has placed a great financial burden on our medical institutions. Also, the malpractice suits which are brought against hospitals and physicians have created a large burden on the medical community caused by a rise in malpractice insurance, which then contributes to higher premiums for health care insurance overall.



THE SOLUTION:

To defray a major cost burden on our health care industry would be to place a mandate on ALL of the general public to be covered by PRIVATE health insurance BEFORE they receive any care. This would be the same mandate we have today for auto insurance and homeowner's insurance. Those who do not have insurance coverage should be referred to county or state hospitals where they WILL BE enrolled in a government funded program, such as Medicaid. Private health insurance companies should be required by law to place all single policies into a community-rated pool, as they would have done for employer-based group policies. Insurance companies should be able to compete nationwide, and not restricted to states only, thereby increasing competition and lowering premiums.



To enforce enrollment in some type of health insurance, it should be required to provide proof of health insurance coverage at the time when applying for state driver's licenses or state photo identification cards. For those who cannot find an insurance company to insure them because of "pre-existing" conditions, they would be required to enroll in a government funded program, such as Medicaid or SCHIP, and ALSO be able to receive secondary health insurance for non-preexisting conditions (insurance waiver).



As far as malpractice suits, there should be a medical court of judges who specifically hear only malpractice cases and are educated in medical malfeasance. Each case should be referred to each state medical licensing board, upon which they decide what action to take should the physician be found guilty.



LET'S KEEP ALL HEALTH CARE INSURANCE CHOICES IN THE HAND'S OF THE PEOPLE, AS ALL OTHER INSURANCE CHOICES HAVE BEEN ACCEPTED AND PROVIDED.
