Medical 5 Day hold on all animals in Animal Control Facilities!!

Add a 5 Day Medical Hold on all animals entering into Animal Control!

Per California Food and Agricultural Code 31752 and 31180 a stray animal may be placed on an euthanasia list after the 6th day not including the 1st day the animal arrives at the facility. Also per these codes an owner relinquished or owner requested euthanasia animal can be euthanized in 4 days not including the first day the animal arrives.



This petition makes it mandatory for all animals to be placed on a 5 business day hold prior to the Mandates 31752 and 31180.



Also requested that all owner requested euthanasia be verified with documents verified from the preceding Veterinarian that the animal is unable to recover from the health issue it may have. If their is no preceding Veterinarian then Animal Control will verify with an outside veterinarian at the expense of the previous owner on certificate of health.



The 5 Business day hold would be placed as time to verify owner requested euthanasia also it would be time for all animals to be properly verified for medical problems, may it be physical or mental.



This now making total time prior to euthanasia for "stray" animals 11 days and owner relinquished animals 9 total days and owner requested euthanasia 5 Business days.



On these 5 business day holds a certified rescue may take any animal into their care after an evaluation is done by the certified veterinarian at the facility.



Also a rescue may out of its own funds may request a second opinion from a outside veterinarian on any animal it request. If a secondary opinion is requested the animal in question may not be placed under euthanasia until secondary opinion agrees to this request. If both opinions of each veterinarian agree for euthanasia the animal will be scheduled for this procedure. If either of the opinions do not agree to euthanasia, and one opinion may state the animal can recover from medical issues, then the opinion that best fits the animal to stay alive will stand and this animal may be either released to a rescue or if over the 5 day medical hold be released for adoption.



This petition also requiring all Animal Control Facilities to have a Certified Veterinarian on staff and working during normal business hours of the facility giving care to the animals solely at the facility.



Also this petition making it a minimum of one year jail sentence (a felony) to anyone performing Euthanasia prior to any animals expiration of the 5 day medical hold.
