Make Innapropriate Touching a Federal Offence

Private parts should be left alone. Please make intentionally touching another's private parts punishable by a $250,000 fine and 10 years imprisonment. If a minor, make it a $250,000 fine and 20 years imprisonment. Also make it punishable by life registry. This will not apply to doctors doing routine check ups nor parents taking care of young children.
