Make the Fair Sentencing Act Retroactive

My Father, Craig L. Fleming Sr., was sentenced to a mandatory term of Life in Federal Prison in 1996 for his role in a drug conspiracy involving Crack Cocaine. After serving more than 17 years, there has been a wide range of opinions concerning the harsh sentences handed down during a period when most citizens thought "The War On Drugs" was necessary to protect the public from growing violence. There has been research to support the fact that these Draconian sentences has done little if anything to lower violence or stop repeat offenders from returning to prison. My Father is sentenced to a 100-to-1 ratio because he was convicted of Crack Cocaine. Recently, the Sentencing Commission reduced the Crack ratio from 100-to-1 to 18-to-1 for crack cocaine offenders when the " Fair Sentencing Act" was passed by Congress. However, this Bill was not made retroactive,thereby leaving thousands of Fathers, Sons, Grand-Fathers,Daughters, Mothers,etc.in Federal Prisons with unfair sentences. I am therefore urging Congress to make the "Fair Sentencing Act" retroactive.
