Legalize home distilling of liquor and spirits.

It is time that we should legalize the home distillaiton of intoxicating liquors and spirits for personal consumption and use.

Home distilling of intoxicating liquor and spirits for personal use should be legalized. As with beer and wine, we should be able to home make our own liquors and spirits without fear of breaking the law and being imprisoned or fined. Legalizing home distilling would, overall, make the process safer as it wouldn't need to be hidden or jerry-rigged together. It would allow for the legal sale and distribution of professional and DIY home stills and kits, and provide for an ever greater flow of information.



Legalizing home distilling would increase interest and sales, as well as tax revenues, of commercially distilled spirits and liquors, and supplies. It would do this by providing an easy and legal way for those interested in opening a commercial distillery to practice and hone their craft, before having to invest a lot of money and time into the endeavor before they even know if their product will be great or not. Tax revenue would increase as interest in commercially distilled liquors and spirits would increase, as well as legal sales of home stills and supplies would increase also.



Additionally, to help control and regulate, a permit could be issued for a fee that would allow home distilling. This permit could be used to make sure legal home distillers meet certain requirements, to raise revenue, and to facilitate registration of home distillers for inspection and regulation purposes.



Regulations of a certain number of gallons (say 25-100) of home distilled spirits and liquors per year could be instated, as well as regulations on selling and distribution, and safe operation and construction.



There should still be penalties and consequences for anyone using a home still or distillery for personal or monetary gain, and trying to go around the system of legally selling alcohol and distilled spirits, and this petition should not be construed as a petition to avoid current regulations and taxes for publicly selling and distributing distilled liquors and spirits.



There is a massive national interest for hobbyist and DIYers for home distilling, as there is for home brewing of beer. The craft beer market has exploded over the the last couple decades, as well as home brewing and interest overall. This is, in large part, due to the legalization of home brewing in 1978. It should only follow then, that legalization of home distilling would cause a huge increase in craft distilleries and create a whole new market for hobbyist, and the like, to purchase and build their home distilling kits.



There is a huge opportunity being missed to create additional markets in our economy, increase tax revenue, and prevent hobbyist from becoming criminals.



I plead with to seriously consider this petition with an open mind, and consider the possibilities that legalizing home distilling would bring.
