Mission Statement

The Hall of Justice is an independent Federal agency. It is not part of the Military, Federal Courts, Law
Enforcement Agencies, District Attorneys’, nor the Department of Corrections. The Hall of Justice is
empowered to receive complaints of corruption, investigate, make findings, conduct administrative
trials, and enforce discipline on any position or rank within the Military, Federal Law Enforcement
Agencies, District Attorneys’ Offices, the Department of Corrections, and Federal Judges. Hall of Justice
Administrative Trials will be conducted by Judges who are not affiliated or influenced by the Military,
Federal Courts, nor State Departments. Hall of Justice Investigations will be conducted in an impartial
fashion by an investigative staff which is entirely composed of civilian employees who have security
clearances.

Functions:

1. Complaints may be made by any person, soldier or law enforcement personal whether or not that
person is a victim of, or witness to, an incident of corruption. Complaints can be made without fear
of retaliation.
2. The Hall of Justice will investigate corruption, misconduct, make findings, conduct administrative
trials, and enforce discipline on any position or rank of the Military, Federal Judges, Law
Enforcement Agencies, District Attorneys’ Offices, and the Department of Corrections.
3. The Hall of Justice will have the ability to secure a subpoena if needed to retrieve evidence to
conduct a thorough investigation.
4. The Hall of Justice investigators will be impowered to investigate Judges who are accused of being
malicious, biased, unethical, and corrupt in their court decisions. The Hall of Justice will ensure that
Judges are held accountable for judicial actions that are unlawful and for falsifying decisions,
biasness in rulings, and for not following the letter of the law. If found guilty, the Judge will be
reported to the Federal Judiciary Committees for termination.
5. The Hall of Justice investigators will be impowered to investigate the U.S. Military when evidence of
murder, corruption, negligence, racism, and civil rights violations are presented. The Hall of Justice
will ensure that the armed forces are held accountable for their actions in these instances.
6. Hall of Justice investigators will be granted full access to all records, files, and computers of any
Department or any level of a department it is investigating to conduct a thorough investigation.
7. Any person or Department preventing a Hall of Justice investigation or preventing their investigators
from obtaining information regarding an investigation will be immediately suspended, and a hearing
will be held to determine the punishment for the obstruction of justice. The punishment could be as
severe as termination from their position as per the authority of the Hall of Justice regardless of
rank or position.
8. If it is determined by the Hall of Justice that a person is a victim of retaliation for filing a complaint,
the person or persons causing the retaliation will be immediately suspended from their position
regardless of rank or position.
9. Hall of Justice will also be responsible for conducting investigations and administrative trials for all
substantiated cases of civilian allegations of corruption and misconduct against all federal court
Judges, and District Attorneys’ Offices in the federal system nationwide.
10. The Hall of Justice will engage in community outreach throughout the fifty states to educate the
general public concerning the agency’s purpose and the services provided to the public concerning
the issues relevant to the agency’s operation.

Rules:
1. The position of Commissioner of the Hall of Justice can be only held for two terms. One term is equal
to four years, and the position will be appointed by the President and candidates to be picked jointly
by the Senate and Congressional Judiciary Committees to ensure a fair and impartial organization is
established.
2. The Hall of Justice position of Director of Judicial Operations will be held by a Judge. This position will
be responsible for ensuring that all legal matters are followed and enforced to the letter of the law
by the Hall of Justice. Judges are appointed under the Director of Judicial Operations who have no
affiliation to the departments that are being investigated.

3. Hall of justice Investigations will be conducted in an impartial fashion by an investigative staff which
is entirely composed of civilian employees. Hall of Justice investigators must have a Top-Secret
clearance and a Sensitive Compartmented Item clearance to conduct sensitive investigations.
4. No agency or department shall influence the outcome of a Hall of Justice investigation or Hall of
Justice administrative trial.
5. The Hall of Justice will investigate corruption, misconduct, make findings, conduct administrative
trials, and enforce discipline on any position or rank of the Military, law enforcement agencies,
District Attorneys’ Office, the Department of Corrections and Federal Judges.
6. Any person or Department preventing a Hall of Justice investigation or preventing DOCJ investigators
from obtaining information regarding an investigation will be immediately suspended and removed
from their position as per the authority of the Hall of Justice regardless of rank or position. In
addition, such person will be brought up on charges of misconduct, and corruption to be heard in
front of a Hall of Justice administrative trial.
7. Hall of Justice will also be responsible for conducting investigations and administrative trials for all
substantiated cases of civilian allegations of corruption and misconduct against all Judges and
District Attorneys’ Offices nationwide in the federal system.
8. The Hall of Justice will have the ability to secure a subpoena if needed to retrieve evidence to
conduct a thorough investigation.
9. All Hall of Justice administrative trials shall be held by judges who are not affiliated with any
department under which it has jurisdiction to conduct trials. This rule will help ensure that fair and
impartial trials are held.
10. The Hall of Justice is empowered to ensure that any person or department preventing a Hall of
Justice investigation or preventing Hall of Justice investigators from obtaining information regarding
an investigation will be immediately suspended and removed from their position regardless of rank
or position as per the authority of the Hall of Justice. In addition, such person or persons will be
brought up on charges of misconduct and corruption to be heard in front of a Hall of justice
administrative trial.
11. During an investigation, if a Hall of Justice investigator finds that a supervisor failed to act when in
receipt of a lawful complaint by a member of service by the Agency or civilian entity, the supervisor
will be brought up on charges of misconduct and corruption. Supervisors are held liable in cases of
omission.
12. The Hall of Justice shall report in person in a joint public hearing once a year to the Congressional
and Senate Judiciary committees which oversees its operations and to report to the Subcommittee
on Oversight and Investigations. The Hall of Justice will be responsible for providing a report on the
status of its findings and to provide recommendations to prevent future instances by highlighting
lessons learned from completed investigations.
13. The Hall of Justice will promote public integrity and ensure impartiality of the Judiciary. The Hall of
Justice will engage in community outreach throughout the fifty states to educate the general public
concerning the agency’s purpose, and the services provided to the public concerning the issues
relevant to the agency’s operation.
