This is a petition to enact the basic 8 tenants of the #guardeveryschool #protecteverychild movement. This Tenants are as follows...

1) A School Protection officer (SPO) is trained and assigned to each school in America. This person is not there to investigate into student activities, but has the one job of protection. They are to be Armed, wearing body armor, and have access to a rifle that's either on them or locked in a secure office in which they use.

2) Teachers and school staff who are willing, who can qualify (not necessarily posses) for a Conceal Cary License in their state, and who are willing to undergo training, may carry a weapon on them. The recommendation is for deep concealment only. The training course must have at least 20 hours of range time and teachers will need to qualify on a bi-annual basis.

3) a) Giving more flexibility to teachers and administrators for dealing with bullying. This includes students who have IEP's . Bullying that can be proven is to have swift consequences, and this includes students who have I.E.P.'s, RTI plans, or 504 plans.
b) Giving the students consequences for academic failure. Too many students can't read at their grade level, but are passed on to the next grade. Students not learning consequences for their actions is a contributing factor to criminal behavior.

4) Accountability for "Mandated Report" person when it comes to reporting actual threats of violence. Teachers, School Staff, Law enforcement, etc. who are mandated report persons can be held accountable of a federal or state negligence crime if they fail to report a student (or non-student) who has made a legitimate threat against the school. Persons who report a false claim shall be held liable.

5) Mandatory Staff/Student training videos or courses about the SPO and the Armed teachers. The training courses will NOT identify the teachers who are carrying. The training course must also include not to hug teachers without permission, not to get in a teacher's way if they are responding to an incident.

6) Teachers, SPO's, Administrators, and Staff who misuse a firearm, wether by negligence or with criminal intent, can be held guilty of the crime they commit and are subject to state and federal laws.

7) States who fail to implement such a program will lose Federal Funding Grants in Non-Essential Areas until they comply . A Commission from the Department of Justice, Department of Education, and Department of Homeland Security shall make sure that each state or district's training program is up to standards.

8) Congres Shall Appropriate the funds to implement this.
