The USCIS is treating all cases as guilty of fraud until proven innocent, quite the opposite of the standard of innocent until proven guilty. If at the end of the Delhi investigation, there is no positive proof of fraud or no leads on finding the natural parents, the USCIS should issue the visas. Especially for those families that have adopted their child and are living with them in Nepal -- don't force those families to have the child abandoned a second time.REPORT COMMENTS
