    Employment based green card allotment should depend on only two things, if we are being fair and unbaised. 1)Skill level of the applicant 2)Date of application (First Come - First serve) Please remove the per country quota on green cards, and see the improvements in entrepreneurship across the country..!

    Please remove the per country Cap for Permanent residency - so people who apply first (irrespective of origin of Country) get the GC done. GC is the most important step in the path to become citizenship and it matter more that getting citizenship. Having a GC means a secure future and freedom to live and invest in USA. While a Cap can be still maintained per country for allowing citizenship (voting rights etc.) for GC we should abolish the per country quota - this will sure to help this country get more people buy homes and decide to stay back and invest and employ more people.

    If US wants smart people to stay and contribute to the growth of the economy country cap should be removed asap. Imagine how many people will invest in the country, buy homes if their future is not uncertain. The logic of per country cap can be applied for citizenship but for giving permanent residency to hard working ,tax paying legal residents should not be a luxury but a basic ask.

    I will get my green card 20 years from while I pay my taxes, buy a house, raise a family but I am still an immigrant. Canada takes between 2 to 5 years to give a green card to their immigrants so are we saying that we're worse than Canada. Honestly if it takes that long, I might just take my family to Canada and settle there instead. There are H1B jobs for tech people because there is a shortage of talent. They earn a minimum of 60k a year adding to the income tax in this country. Besides this is not the only country that needs tech people, if we don't do something china will open their doors to them, try stemming the flow when china flush with cash offers twice the salary. National interest waiver visa is a joke, why do we wait for 15 to 20 years when it's in the national interest. Wake up people before china does.

    Per country limit is very unfair and simply inhuman. A low skilled professional from countries like Somalia, Sudan, Syria, Yemen etc.. can get a Green card in 1 year. But highly qualified professionals(some of them even having masters from US universities) have to wait for decades. This is wrong due to a large number of reasons some of which are 1) The most important reason is Childeren. Children of these people will be kicked out when they reach 21 years. How can congress even consider bills like DACA when children of legal hish skilled professionals will need to leave country because of this long wait. 2) It is simply a discrimination based on country/nationality and against the spirit of USA consititution. We alreday have a diversity VISA which takes care of people from small countries. 3) It keeps the wages lower. People are stuck in same job and company for decades. 4) In many cases possible Exploitation by employers 5) Many brilliant people in the long queue can't start their own companies while they are still young and have risk taking capability. 6) People don't want to invest a lot in local economy. 7) Some of these People tend to take unfair routes like illegal immigration, misuse of EB1C, temporary marriages etc...

    The fate of at least a million skilled Indian nationals along with their dependents in the United States remain questionable, as they are stuck in the EB-2 and EB-3 visa system to get permanent residence or a Green Card. The bottleneck mean that somebody who applies today to get a Green Card from one of these two skilled employment-based categories might have to wait for around 70 years to get it. Apart from the incredibly long and for some almost impossible wait, which harm professional careers and the quality of lives of these individuals, it also affect the innovation and entrepreneurial spirit of many of these skilled immigrants, thus directly affecting the American economy in curbing the creation of new businesses and jobs.

    Technology has played a huge part in the last and in the current century and US in particular has played a major role on this compared to other countries. While the policies attract foreign nationals with advanced degrees and professional skills to US, there is no fair system in issuing employment based green cards and making them permanent residents. Every year there are more than 1 million immigrants get green cards in this country. But the number of employment based green cards are 140,000 everything else is family based immigration. There is no country based limit in H1B visa, but there is a per country limit for employment based green cards. This is creating chaos and huge backlog in the immigration queue. Example, a software engineer or a doctor from Ukraine can immigrate to US based on the skills and get the green card in a year or two, while people of the same skills from China has to wait at least a decade to earn the green card. This is very unfair to limit the green cards based on the country. We were hoping that this will be addressed as part of the Comprehensive Immigration Reform but it's getting delayed and delayed since 2007 and we all people waiting for decades in the queue have lost our hopes. All the resources who got trained in US are Immigrating to Canada or Australia because they honor high skilled immigration as a priority. There were multiple bills on this brought up to Congress and Senate starting year 2007, but the bill does not move forward anywhere. We, high skilled immigrants are urging to speed up action on this before other high skilled immigrants start leaving this country and lose their interests.

    Please eliminate the country cap, I don't see any hope of getting green card in next 5-10 years even though I have been working legally in USA for last 9 years for one of the top company. I am from India and came to USA in 2006 and currently working on H1B status with priority date of June 2011. I can see current status for GC filing for all other countries except India.

    Please eliminate country quota for employment based. Employers do not select employees based on country of origin and after employment they dont discriminate employees based on country of origin.Hence the existing country quota policy is not relevant for employment based green card. Moreover having a single flat percentage limit for very small, small, medium as well as largely populated countries is another flaw in the policy.

    Giving number of green card based on nation of origin is national origin discrimination base of following law "National origin discrimination involves treating people (applicants or employees) unfavorably because they are from a particular country or part of the world, because of ethnicity or accent, or because they appear to be of a certain ethnic background (even if they are not)." It unfair that a person born in India living legally in US more than 10 years, paying all taxes contributing to the society can not apply for green card. However, there is zero waiting period for persons born in most other countries.

    Mr. President, you like people who are smart and capable, but many smart people not given equal opportunity when it comes to green card processing, many talented people had been becoming legal slaves to their employers. , living or working on their mercy due to this per country limit. Even though we call them as high paid salaries, but its not reaching the hardworking person, rather employers eating most just sitting in office doing nothing, Due to this legal people waiting for 10-15 years for their green card and many are leaving. So please help us removing these limits. Thank you

    Employment is based on skill and not country of birth. Likewise it is fair to remove the per country limit for employment based green card visa. They all should be in queue based on priority date and not per-country queue.

    Removing per country limits and apply first come first served is most fair and will help improve labor mobility of high skilled workers in the US who have been contributing productively and been the highest tax payers over decades. Employment based visas for workers with advanced degrees (masters, PhD) should allow for a green card within 1-2 years.

    Agree with this. It doesn't make sense for any Skilled person to wait for green card for 10-15 yrs. just because he is born in a specific country. Country Based Quota should be removed for employment based green cards.
