Declassify The Black Budget

We believe that Congress and the Intelligence Community (IC) should declassify aspects of the black budget to make more information on intelligence spending available to the public. The requirements for the amount of information shared by Congressional Budget Justifications should be expanded beyond the current limited scope. Congress should require the ODNI to publicly share more in-depth information about where their funding is going. This can be done by the ODNI demonstrating what categories their spending is going into. The public categorization of intelligence spending will aid U.S. Congressmen and other officials in assessing how effective the IC's spending is. This in turn may prevent legislators from hiding excess government spending from the public by putting it inside of the black budget; we are all aware of how frequently this occurs. All in all, the declassification of the black budget and increased transparency in the IC will:
1. Increase public relations between the Intelligence Community and the American people.
2. Strengthen accountability within the government and across government bodies.
3. Build upon the transparency initiatives that have helped reform the Intelligence Community in the last two decades.
