Declare Domestic Violence As A National Emergency

I call on Congress to declare Domestic Violence As A National Emergency.

Key Facts And Findings:
*We have 328 Million People living in The United States. (U.S. Census Bureau, 2017 Count + Accounting for unborn children).

*86% of all adults have been to court over a domestic violence issue of some kind, before the age of 35 years old.

*Nationally, We have 1,585 Domestic Violence Shelters. On average, that is only 33 domestic violence shelters per State. The State of Alaska is an extreme outlier of this count; in it, which only holds 4 domestic violence shelters in the entire State in service to 730,000 of it's citizens.

*Nationally, We have 950,000 Psychologists And Counselors to help keep citizens trauma informed about domestic violence. OF that same 950,000; ONLY 150,000 are Ph.D. Psychologists who could administer mind-altering drugs to treat depression, clinical depression, anxiety and trauma associated with domestic violence. A doctor can't monitor how the patient changes over time with mind-altering drug medicine because the patient has to assume full responsibility over his/her care. This is a specific danger to Our National Society.

*National Statistics of Domestic Violence is 1 in 3 women, 1 in 4 men, 1 in 10 children and 1 in 15 senior citizens affected by some kind of domestic violence during their lifetime.
*The State of Alaska's domestic violence statistics is 266% higher than National Statistics because of the 266 Alaska Native Villages, nearly 2/3rds of those Alaska Villages do not have police officers. 75 of Alaska Native Villages have whats called at least 1 VPSO Officer, who is a regular citizen and cannot handle massive account of cases due to travel time, lack of emergency basic needs, lack of domestic violence shelters and lack of domestic violence education within those communities.

*The World Health Organization, National Coalition Against Domestic Violence, American Psychology Association, United States Supreme Court Justice Department, The Department of Education; all agree, domestic violence is a matter of National Emergency which has an overwhelming economic impact on Our Society.

*In terms of economic impact, We spend $8.6 to $12.8 BILLION dollars annually on domestic violence cases alone through The Department of Justice. Millions of these cases go unresolved, unanswered and is put away for later, or even ignored. Nearly 20% to 60% of the United States Population experience job loss because of domestic violence in the home according to The Department of Economics. The Department of Economics agrees, Our Justice System is broken.

*The bottom most 20% of Our National Population of 328 Million people, are making just less than $20,000 annually according to The Department of Human Development. Just a little less than %5 living in HUD and Section 8 Housing has managed to own their homes. Are we truely safe, if we have nowhere to go?

*Of the 1,585 domestic violence shelters across Our Nation, they only stay open during 1/2 of the fiscal year. When those government grants run out to keep them open, they must be forced to close their doors to the public who desperately needs them during the 2nd half of the fiscal year. The 1,585 domestic violence shelters house on average, 150 people per domestic violence shelter. That means of the 328 Million cotizens, only 4,800 of them have a safe place to go if the shelter is not closed. Almost all of the domestic violence shelters do not support: additional supportive family members, pets who also experience domestic violence, and children of the victims of domestic violence. Hundreds of them, do not support men at all.
I need to ask you, is this fair?

*Of the 9.5 Million Police Officers, Correctional Officers, FBI Agencies, CIA Agencies, TSA Security Officers, Court Baliffs, Mall and Public Security Officers; are all suffering through Post Traumatic Stress Disorder comparable to somebody who has lived through WWII and Vietnam combined while answering calls to domestic violence issues. They do not have access to Ph.D Psychologists to discuss the trauma they see on a daily basis, never knowing if they will make it out alive while assisting a domestic violence call. Nearly 150,000 die every single day because they do answer a domestic violence call. Economic impact is the loss of security of Our Nation. This is according to The Department of Justice and American Psychological Association.

*According to The American Psychological Association, The Counsel of Representatives finds and declares that a development of National strategy to prevent and treat child abuse and neglect is a matter of National Urgency, and that Psychologists can and should contribute substantially to such a National Effort.

*According to Giffords Law Center to prevent gun violence, abused women are five times more likely to be killed by their abuser, if their abuser owns a firearm. 86% of The National Population owns a firearm of some kind in the home. The National Coalition Against Domestic Violence agrees the increased risk of intimate partner femacide is %500 and that nearly all 20% of the population involves a weapon.

*When we address domestic violence against men:
-97% report rape, physical violence or stalking by female perpetrators.
-87% report male to male reported violence.
-82% of men report female cohersion.
-46% of men reported being stalked by females.
-43% of men report bei g stalked by other males.
-41% report being stalked before the age of 25 years old.

*Since 1999, The Columbine Massacre, We have experienced over 55 Mass School Shootings to date, more than The Entire History of Our Nation.

CALL TO ACTION INITIATIVE:

* I call on Executive and Congressional Leadership to recognize domestic violence as a matter of National Emergency and to move and act quickly to address these problems within their own States. I can't do this alone.
*I call on Executive and Congressional Leadership of All 50 States to build domestic violence shelters to the sum of one domestic violence shelter/ per 1,500 people, according to population.
*I call on Executive And Congressional Leadership to address mental health as a crisis in the face of opiate epidemic, but at ground level I also continue to see methamphetamine and illegal use of prescription drugs as a continued problem.
*I call on Executive And Congressional Leadership to require domestic violence awareness curricula through The Department of Education as a specific requirement before High School Graduation.
*I call on Executive And Congressional Leadership to change how current domestic violence shelters operate, to NOT let them close their doors during 1/2 of the year or when government grants run out of affordability, whichever is first.

*I call on Executive and Congressional Leadership and domestic violence shelters to include: supportive family, children and pets as bei g wholly good to assisting the victim out of domestic violence.

*I call on Leadership of All Government, and invite you to think critically about this National Emergency Issue.

Domestic violence and sexual assault has invaded and been glorified through: Our Entertainment Industry, including children's cartoons and movies; Our News; Our Novels and Books; Video Games; Our Education through repeating History and through current online activities due to lack of online safety.

Quite simply put: We have to Be The Nation who changes Our narritive, to deny domestic violence of all its forms to NOT be further glorified through all industries. We have to be able to say: "Domestic violence is NOT OK. I do not accept it in my personal narritive and I do not accept domestic violence as being ok in someone elses narritive. I seek healing; but instead of seeking resiliance, I seek to be thriving." We haven't been thriving.

Ask yourself these questions, and you will find clear answers:
-Why does everybody I know, have a domestic violence story?
-Why do I have a domestic violence story?
-Why has domestic violence been glorified through entertainment?
-Why have We accepted domestic violence as being a regular part of Our day?

Domestic violence does not discriminate, so I ask my fellow petitioners to sign below as they have been affected or know someone who has been affected. We clearly have more work to be done as A Nation. We cannot accept domestic violence as a normal part of Our everyday society and by asking Executive and Congressional Leadership to get involved, will finally be relieved of the answers We have been seeking for a very long time.
