Congressional Funding for Search/Rescue 501(c)3 Texas EquuSearch; RP Search Services; OKCM Search and Rescue

RESOLVED
A RESOLUTION TO AMEND H.R. 3684 – 117TH CONGRESS (2021-2022) KNOWN AS THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, INTRODUCED IN THE HOUSE (06/04/2021) FOR THE STATED INTENTION OF “INVESTING IN A NEW VISION FOR THE ENVIRONMENT AND SURFACE TRANSPORTATION IN AMERICA ACT OR THE INVEST IN AMERICA ACT”

WHEREAS, the Federal Bureau of Investigations, (hereinafter “FBI”), National Crime Information Center (hereinafter “NCIC”) reports that as of December 31, 2019, the NCIC had nearly 87,500 active missing person records. Youth under the age of 18 account for 35 percent of the records, and 44 percent of the missing person records are people under 21. Missing person records are retained indefinitely—unless a missing individual is located or the reporting agency cancels the entry. During 2019, law enforcement agencies across the country entered more than 609,000 missing person records. During the same time period, reporting agencies canceled more than 607,000 records.

WHEREAS, large-scale trained human search teams, tracking canines, cadaver dogs, mounted patrol, land and water searches, as well as complex drone and related search software technology and equipment are critically important to immediately introduce into these missing person searches, but are quite often not within the resources and budget of local law enforcement.

WHEREAS, Texas EquuSearch (https://texasequusearch.org/), RP Search Services (https://rpsearchservice.org/), and OKCM Search and Rescue (https://www.okcmsar.org) are all registered 501(c)3 charitable organizations who perform these extraordinary search and rescue services throughout the United States as well as internationally, completely free of charge to law enforcement and the victim families. For example: Texas EquuSearch has provided these essential services throughout 42 of the 50 United States, Aruba, Mexico, Sri Lanka, Dominican Republic, and Nicaragua, consisting of more than 1900 searches, returning more than 400 people safely and an additional recovery of 250 missing loved ones to their family.

WHEREAS, H.R. 3684 – 117th Congress is estimated to cost the taxpayer $3.5 Trillion dollars.

RESOLVED, (1) that we the taxpayer believe that there is no Democrat or Republican way to conduct a search for a missing person/child; that there is no place for partisan politics when it comes to our missing loved ones; and that these incredible charitable organizations, Texas EquuSearch, RP Search Services, and OKCM Search and Rescue are optimally equipped to assist law enforcement in their search efforts;

(2) that we the taxpayers who are ultimately responsible to pay this enormous debt contemplated within H.R. 3684 – 117th Congress, do hereby demand that $ 2.5 million dollars be allocated directly to Texas EquuSearch, RP Search Services, and OKCM Search and Rescue, which are all registered 501(c)3 charitable organizations with the Internal Revenue Service, pursuant to their budgets for additional infrastructure, equipment, and personnel, to be provided upon demand;

(3) that their budgets will include costs of hiring additional staff to conduct search/rescue/recovery training, supervision, and operation of search equipment and surface transportation vehicles; additional equipment for logistical and communication purposes; additional search equipment and resources including tracking canines, cadaver dogs, mounted patrol, land and water surface transportation vehicles, as well as complex drone and related camera and search software technology.
