Congress must take Constitutional action to impeach Donald Trump

Robert Mueller's report to the Justice Department made it clear that President Donald Trump engaged in no less than 10 instances of obstruction of justice. In his televised statement, Special Counsel Mueller said the following:
"And as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime, we would have said so."
He also said that per standing Justice Department rules he was not able to charge the President but that other Constitution methods exist in which to do so.
Congress, Mr. Mueller has for the second time now referred the issue to you, the United States Congress, to do your job and begin impeachment proceedings againt President Donald J. Trump.
