Clean Energy Jobs and American Power Act
This critical bill will create countless GREEN jobs, and will cut emissions.

Thanks to the leadership of Senators Barbara Boxer (D-CA) and John Kerry (D-MA), the Clean Energy Jobs and American Power Act is a good bill. It has strong climate standards and includes access and opportunity in the clean-energy economy. It can help America fight climate change while bringing jobs, health, and wealth to all of our communities.
As it moves through the Senate, we ask you to keep the Clean Energy Jobs and American Power Act strong, and make it even stronger by maximizing funding for green job creation and training. Please be sure the bill maintains the following key provisions, which invest in America's green-collar workforce and ensure access to local, quality jobs for our communities.

1. The Green Construction Careers Demonstration Project

The Green Construction Careers Demonstration Project creates middle class careers in the green economy for low-income Americans. It allows the Secretaries of Labor and Energy to target employment and training opportunities in green construction to workers and communities who traditionally have had little access to career-track jobs with high-road contractors in the building trades.

2. Funding for the Green Jobs Act

The Clean Energy Jobs and American Power Act allocates allowance value to the Green Jobs Act. Allocation levels have yet to be specified in the Kerry-Boxer bill. In ACES, the House allocated 0.75% of allowance value ?- an estimated $860 million ?- to the Green Jobs Act in 2012 and 2013. The EPW bill should allocate allowance value well beyond 2013, in order to meet the ongoing skill demands of workers and businesses in the clean energy economy.
In addition, please maximize funding for state and local investment in energy efficiency and renewable energy.
