Certified Copies of Acknowledgement of Paternity

In the state of NM I cannot obtain a certified copy of Acknowledgement of Paterity.

My 6 year old daughter's father passed away not long ago and I have been denied survivor benefits twice through social security for her. Her father is on her birth certificate and signed acknowledgement of paternity in the hospital when she was born. The problem I am running into is the state of NM (which is where my daughter was born) does not re-issue CERTFIED copies of Acknowledgement of Paternity. Social security will not accept a copy of it as fair evidence. Her father never claimed her on his taxes, I always did. Nor did we have a case in court for child support because we were always on good terms and would help out in whatever way needed. She is entitled to her father's benefits and I don't think it's fair that just because the state of NM will not issue out a certified copy that she should be denied benefits.
