The whole thing is generated by Trump/Sessions, so lying, fudging of data, anti science, bullying and ill will is in the fabric of the idiot idea. Any social worker could have told him that the addicted and the pain patients would flock to heroin and other illicit drugs and many other pain patients would kill themselves.
