BUDGET AMENDMENT TO THE CONSTITUTION

LIMIT SPENDING BY CONGRESS AND PROHIBIT EARMARKS

Amendment 16 of the United States Constitution is amended to read as by adding



"However, the total tax shall not exceed the prior year's expenditure by more than five percent (5%), except in time of a war declared by Congress. The total debt service of the National Debt shall not exceed ten percent (10% of the current years budget. There shall be no earmarks allowed in any budget or bill of Congress.
