Billing telephone carriers who allow scam calls
Despite FTC initiatives to stop scam/unwanted telemarketing phone calls or those which can best be described as doorbell ditch calls, they continue on unabated. It is clear that these regulations and initiatives are ineffective.
A more effective method would be to allow the recipient of these calls to report the number and bill the carrier of that number at least a dollor for every call that originates from that number. This would place an incentive on the phone companies to put into effect an effective means of stopping these calls.
We ask Congress to end this harrassment by callers who spoof, refuse to identify themselves and in many cases are simply doing the work of overseas criminal organizations by cutting off their means of access to the American phone customers
