The Animal Welfare Act (7 U.S.C. ยงยง 2131-2159) establishes comprehensive animal welfare standards. Sadly, many Idaho shelters do not meet these standards, leading to disease outbreaks and inefficiencies.
Most State Laws, including Idaho:

State laws across the nation, similar to Idaho state laws, largely delegate domestic animal issues to local municipalities and police departments, resulting in a fragmented and ineffective approach to animal welfare.
Proposed Solution

To effectively address this crisis and bridge the gap between federal guidelines in the Animal Welfare Act and most state laws, we humbly request your support for the following comprehensive solution:

1. Central Processing Units (CPUs)

Establish CPUs Nationwide: Create Central Processing Units (CPUs) in each county to manage all domestic animals, including those in rural communities.
Federal Alignment: Ensure that CPUs adhere to federal guidelines, providing dedicated space for spaying/neutering, quarantine for sick animals, and measures to prevent disease outbreaks.
USDA Standards: Require CPUs to align with USDA standards, thereby enhancing animal welfare and safeguarding public health.
2. Breeding Fees, Fines, & Community Service

Legislation for Responsible Breeding: Introduce nationwide legislation mandating a fee for individuals or entities breeding dogs or cats, with substantial fines for unauthorized breeding.
Community Service: In cases of non-compliance, mandate community service within CPUs, shelters, or rescues. This approach fosters responsibility and awareness among offenders.
3. Accessible Low-Cost Spay/Neuter Programs

Enhanced Accessibility Nationwide: Enhance accessibility to low-cost spay/neuter programs, with a particular focus on underserved rural communities.
Collaboration: Collaborate with veterinary clinics and non-profit organizations to provide affordable options for spaying/neutering.
Barriers Reduction: Reduce barriers to spaying/neutering to encourage responsible pet ownership and effectively combat overpopulation.
4. Funding Allocation and Outreach

Direct Funds: Allocate funds collected from breeding fees and fines to support CPUs, spay/neuter programs, and outreach initiatives nationwide.
Outreach Expansion: Nationwide expansion of the outreach network to raise awareness about responsible pet ownership and the availability of essential services.
