Access Aisles Adjoined to Disabled Parking Deemed No Parking Zone

People often park on the access aisles next to disabled parking blocking them from being accessed by persons with a disability for ramp access and other disability devices; sometimes blocking them from entering their vehicle in extreme weather condit

I am a quadriplegic and I have been blocked from my vehicle on multiple occasions; I call the police and to no avail. I live in Arizona and the extreme heat poses a health risk if I am unable to access the shelter of my own vehicle. Imagine coming out from a store only to not be able to access your car because people have parked to close on both sides and you might have to be somewhere! Many states do not have a statute that addresses this issue and the abusers get away without a fine or warning. This should be an ADA standard that people who abuse and misuse the disabled parking space can receive a citation. I'm not asking you; I am begging you to make this a federal law. This is the type of issue that makes a politician look great. I should know; I'm a PoliSci major starting Law School this fall and I've been fighting this issue for years. Please, help me live as independently as I can!
