    The reason why there are limits per country is to promote diversity and prevent a country from abusing the system. Immigrants from India and China, who already receive over 30% of all EB visas due to spillover rules, will benefit from this change due to the massive flooding of applications from these two countries with populations several times larger than that of the U.S. Employment based immigration is not only about IT professionals coming from India, it is about highly qualified doctors, nurses, engineers, lawyers, etc. coming to work in this great country from all over the world.
