    What this bill does is :- 1. Helps the highly skilled individuals who are legally employed, documented and legally residing in the USA. 2. These individuals are law abiding and tax abiding, but living under tremendous avoidable inconveniences to themselves and their families. 3. They have to go several processes at close intervals, involving uncertainties, from employment and procedures. 4. They would continue to be employed, because they are in the USA due to the shortage of local skills and knowledge. They do not displace or steal local jobs. Statistics may not be accurate, but USA is going to be dangerously short of doctors, nurses, STEM-teachers and on-n-on. If not for these legally employed highly-skilled professionals, USA will be sinking in a fast downward spiral. US citizens who are sick will not have the health care they require. US children will not have teachers in science, tech, engineering and math. Imagine what will happen to the USA without healthy and educated citizens! 5. By removing the limits per country, these individuals and their families will have a stable life. Most of their children are US citizens. When these legally employed professionals and their children become permanent residents, they will invest all their earnings here in the USA, in buying houses and cars. It will further boost the US economy. 6. For a country built entirely for freedom, by people who right from the start were immigrants, it is only fair, to live by that value. These legally employed individuals face unseen hardships. Very often they are unable to visit their parents or dear ones, because of the official hurdles. Sme of them are unable to process their marriages, unable to attend wedding of dear ones, unable to attend the funerals, even of parents. 7. Even the generous leaders of USA have spoken in favor out of compassion of such individuals. Itis only right. Pursuit of happiness should not be restricted to the citizens of USA. That at least was not what the founding fathers intended. Imagine the doctors who care for the sick in USA, the nurses who care for them and the teachers who teach our children, living a suppressed life. It is only fair these hardworking, contributing, compassionate and caring people too, and their children, live a life of freedom and happiness. 8. 15 years or 20 years to permanent residence / Green Card, is too harsh. 8. USA is a fair, compassionate and generous country. It cannot allow millions of law abiding individuals to endure a uncertain existence, serving in USA. 9. The per country limit for annual permanent residency should therefore be lifted. It is the only right thing to do!
