Though implementing HR3012 will be beneficial for both immigrants as people and the US as a country - US economy will always be a better beneficiary - for what these high skilled immigrants from India and China can bring in to the country. Green Card to one high skilled immigrant will be equal to 75% unskilled immigrants brought in, under various visa programs and types. These guys are the ones will be your answer to the Mobile App economy where even governments may operate on it very soon. These guys are entrepreneurs who create jobs, generate revenue and tax for the country. All legal, ethical, and technological. The unfairness in the current immigration laws. 1) Managers from overseas can get green card quicker than domestic grown managers, who have been paying more taxes. 2) All the spill overs in EB1 were allocated to EB2 Indian only, which is totally biased.
