John King and Arne Duncan quote one very flawed study that says testing takes on average only 1% of instructional time. This is just one example of the disconnect between education policy makers and reality. When the jobs and pay of teachers and principals are tied to test scores, school culture is all about the test. This is particularly true in low income, low performing schools, that risk being identified as failing, and, consequently, closed. This, in effect, does not provide the resources needed to support struggling public schools, but undermines them. -
