Protect Constituents Rights of Appeal on NOAA Marine Mammal Permit Applications.

We the undersigned object to NOAA National Marine Fisheries Service proposal to restrict the appeals process in regard to the taking pf Marine Mammals to only the applicant for such permit,or the prospective "permittee". Constituents have always been permitted to request an appeal,or public hearing with the Marine Mammal Commission concerning take permits,and have always been permitted to appeal or object to a decision made by National Marine Fisheries Service and to provide commentary,objection,scientific data in regard to the taking of Marine Mammals. Recently,and noted in document numbers # 2013-BC53 and # 2013 BC52,recorded in the Federal Register as Docket # 130107014-3024-01 and Docket # 130109022-3022-01,NOAA proposes that the right of Appeal process be taken away from the General Public. This proposal is not acceptable as it denies the rights of American Citizens to have a voice in the approval of permits that may cause irrepairable harm to many Marine Mammal species as well as environmental harm to the Oceans. We wish to be heard on these issues and demand that Congress intervene in this matter.
