Animal Abuse should be a felony at a minimum and should ban the abusers from ever owning another animal. No more slap on the hand and measley fine. So many of these animals are chained up outside in the Arizona heat and develop infestations of fleas and ticks and die a slow death. Although there are laws against this, no one wants to prosecute these individuals Please increase the penalties for these heartless abusers and prosecute them to the fullest. Protecting and valuing life, especially the lives of those who cannot speak for themselves shows the quality of a society, and of individual people. Unfortunately evolution gave the sense of speech to the wrong species. Our pets don't talk not even one word, yet we love them dearly and in many cases have given our lives to protect them.
