It is very unfortunate to know that these people are not afraid of the consequences because the truth of the matter is that the laws are not harsh enough and that they do not face real punishments. Once they pay fines or serve little time, they continue to commit the same crime. I am sick of the hearing stories of humans lost and families devastated due to a human being who went from abusing animals to hurting and killing of people. Start holding them responsible for hurting a living thing and you might see a decline in crime against people. We are the caretakers of our companion animals, and we should make our society responsible for crimes against them, and this may deter others from being hurt.
