It's time to abolish this H1b/L1 program that does nothing but create employment biases against Americans. There is need for Merit based system. Country cap is required for diversity. They are not assimilating with American society, but spoiling our society values and work culture and bringing corruption to this country. They don't have any moral values, or high skills. There should have been country cap on H1. They are using every loophole to take American's jobs. Americans are discriminated in their own country. He had 17 years of experience in his field. He was filling all the positions in his department by interviewing and hiring techies, managers, staffs. He hired 3 Indians among all others back in 2011.2 of the 3 Indian guys he hired got promoted and moved on to different roles. Once they had the ability to hire employees, my husband saw Americans increasingly getting replaced by Indian workers. My husband was laid off eventually .He was told his role was redundant and his services were not needed anymore. My husband never saw skin color , ethnicity , religion or nationality when hiring people .He always hired based on one' skills. My husband and I moved to Silicon Valley in search of jobs. He got hired at EBay in 2015.He saw the same thing happening in EBay. The entire eBay company is filled with Indians. He got laid off 9months ago because the company had revenue shortfall. Ever since, my husband has been jobless. We sold some of our furniture and car to pay our bills. Every single company my husband went to interview for was crowded with Indians. This is a hard lesson we learned. Indians will always hire Indians. I and my husband grew up in a very liberal family background. We believe in equality. Based on the experience we had we switched our political affiliation to Republican Party. We both voted for trump because he was the one who was willing to take on this issue. But the issue deeper than lot of people believes. This is not just H1b issue. It is about others who don't fit in well with American values. They feel they need to be surrounded by people of their kind. Given the opportunity, they do everything in their capacity to surround themselves with same kind of people they grew up with. Multi-culuralism and diversity doesn't work. My husband is training for CDL to drive big trucks. He feels he wasted all his time in corporate world. Anyway, many here feel the issue is all about h1bs.The issue runs lot deeper than h1bs.There is blatant favoritism being practiced by people from other countries. My husband's role now pays 30,000 dollars lower than what he used to make. He is better off driving trucks which pays the same amount. Within six years we have slipped into poverty.

    I strongly support H4 EAD for sposues. There are so many talented H4 spouses who will help grow American economy. Also so many of them have invested money in education etc just because this rue allows them to work.

If holders of H-1B VISA are qualified people who favor the economy of the United States, reason why they should, and his family, be deprived of their own benefit they bring to this country. For a large majority, the dream of carrying an H-1B visa, becomes a chimera, if they are "punished" to the end in every way; a) If they remain in the country, accrued expenses, meaning able to obtain citizenship, limited in every way the family economy. b) If they give up and decide to return to his country, it is the same; Qualified came seeking a better condition of life.     PLEASE DON'T PASS THIS RULE !! Being an Indian myself I might hurt my fellow Indian's sentiments and other immigrants feelings. But I would like to request USA government that please don't pass this rule. I would like to highlight important points here: 1) People who already mentioned about creating fake degree's and experience to get a tech job is 100% true. If government pass the rule everybody would become "software engineer" where some would be qualified for sure but in most cases they won't have even basic knowledge of how "something" works!! 2) We understand the feelings of "spouses" who are stuck with H4 status but how can we assure the "International" students that they shouldn't be worry!!! H4 status knew from beginning that they won't be able to work here by "law" but "international" students made their decisions to come to study , they spent a lot of money and worked hard (you can't even imagine the pressure they have while studying). so jobs for H4 or jobs for F1 ?? 3) Okay! not everyone is from tech background so what about them (teaching, marketing(don't even think), management, business etc. etc., work culture in India and USA is completely different , here you are responsible for your duties, it's not kind of jobs where you come , sign, bi$^*h about in-laws and then leave. Well, I am not saying that working in USA is rocket science but to work you need to understand the work culture, need to grow your personality, know your responsibilities etc. ( again I am not saying that work in India is "lollypop" but anyways..) 3) Not judging everybody based on given examples here (but we know it's true in most cases): a) I interviewed a lady and was impressed by her resume, had worked all over in world , had good number of experience and what not...I was shocked when I met her in person, zero communication skills, no knowledge of anything she mentioned in her resume but with full attitude !! b) Another test engineer with 5+ year work experience and good Indian academic history but didn't even know basics of her job that she must have done when started her career..but again with full attitude !! c) d) e) f)....can write many examples here. 4) Sadly! If the government allows the work permit then please make sure to make some rules of having at least a minimum 1 year of educational experience from any US institutes or something like that. I was on H4 status and understand the pain of sitting in a quiet house doing nothing and blah blah...I went to college here (on H4) and then I realized how tough is life here for locals, how it's not easy to stay on F1 visa and so on, how different are our educational systems ....how tough is to get a job after college, how tough is to clear an interview, how painful it is for a F1 student to pay loan without getting a full-time job, or worst to go back to their own country after all the hard work done here!! People who are still on H4 , I would like to say you are going to be luckiest p

    Please pass the H4 EAD Rule. My wife is on H4 and she is a masters in computer application. It is very frustrating for hihgly educated spouse to sit home and do nothing or find an employer to give the H1B sponsorship which is ofcourse a lottery system and then if you are lucky and finally get the work permit roam around the usa to live seperately from their husband and they are also tied ot thier employer. This is inhumane and a reason for unnecessary frustrating in Family life. Please Pass this rule.

    I do not support H4 EAD Rule for unrestricted Work authorization for spouse. Why should spouse get unrestricted work authorization while H1B visa candidates do not have unrestricted work authorization ?

    I am an American board certified physician and my husband is a senior software engineer. He supported me through my student expenses to become a physician here in this country. We now live apart as both of us require H1b sponsorship for work. I live in Louisiana and he lives in Michigan until he or I can find jobs that sponsor H1b visas closer to each other. My situation is complicated by the fact that I am on a J1 waiver H1b visa and have restrictions as to when I can change jobs and in which location I can seek employment. I cannot even quit my job and stay on a H4 until I find a suitable position near my husband's work location. This is the story of 1000s of primary care, internal medicine and family medicine physicians ( greater than 40% ) working on J1 waiver H1b visas in underserved areas of this country. Furthermore, for Indians and Chinese the wait times for permanent residency are long and sometimes greater than 10 years and so we are bound to our employers and positions often foregoing promotions and staying apart due to visa restrictions. We have children who are American citizens who are being brought up in a single parent home atmosphere often shuttling from one parent to the other all because of visa restrictions. We pay our taxes and social security which sometimes is greater than 50% of our income. Some of us even employ American citizens to help raise our children. Passing the H4 work permit would make all of these personal sacrifices worth it and help us serve this great nation better.

    Please do not pass H4 visa. I lost my job to an H1 visa. I have been out of work for over 8 months. They do not have the right to take us jobs. Their own country does not provide jobs to outside citizen and the indian IT companies here in USA give preference to Indian Citizens. If i stay unemployed it will be a burden for tax payers. If you want to pass H4 then they should pay double income taxes and the money should be restricted on how much they can send out of USA And should be tracked.
