    To be introduced to your "new family" and then apparently abandoned, or stranded and unable to begin your new life, is a huge and devastating experience for a young child. It is not appropriate to play politics with these children's lives in the balance.

    I FEEL THAT IF THE ADOPTION WAS DONE AS SPECIFIED TO THE ADOPTIVE PARENTS THAT THEY SHOULD BE ABLE TO RECEIVE THEIR NEW SON OR DAUGHTER WITHOUT HASSLE. IS IT REALLY FAIR TO EITHER PARTY TO "BE PUT ON HOLD" BEFORE UNITED THE NEW FAMILY TO START THEIR NEW AND JOYFUL FAMILY TOGETHER!!

    I have lived in India and have visited and taken care of the children that have been in orphanages. It is time that the United States grants these VISAS for these children and get them home to the families in the USA.

    As a result of this policy change, a colleague of mine and his wife have been essentially stranded in Nepal for over three months. This is unfair to them and unfair to the child and is costing them many thousands of dollars in additional costs over and above the usual adoption costs as well as over two months of unanticipated lost income. The DOS should allow a provisional visa of some sort so that they can come to the U.S. with the child while the additional documentation is gathered -- still at a cost of thousands of dollars to my colleague.
