It's a common assumption that pardons can be used only for criminal offenses, and it's true that they have not been used before for civil immigration violations. However, the Constitution extends the power to "all offenses against the United States," which can be interpreted more broadly than just criminal offenses. Remember words from Obama's own mouth , which the law states that NO ,One is above the law. and Obama's failure to have Hillary prosecuted is dereliction of duty which he swore to uphold all laws. Hillary plainly broke the law , with several felony offenses. If we let her get away with it . all will break the law and expect to get away with it .
