One single line fo GC is fairness. They is a GC lottery system for diversity to which oversubscribed nations never qualify. Still not getting GC after living and working many years in US is unfair. If too many indians or Chinese are migrating, as some people complain, stop giving them visas in the first place so they can look for other opportunities at some other places.
