Congressional Reform Act to Fix Congress

Change the way Congress conducts itself for the best interest of the American People

1. Term Limits



12 years maximum total of accumulated service in both Congress & the Senate. Congress & the Senate are meant to be Public Service jobs, not a political career.



Terms limits are needed to help politicians do the following:



Break ties to special interests, lobbyists.

Destroy seniority/enhance meritocracy.

Improve timeliness of Congress?s thinking.

Eliminate power of ?old bulls? caucus.

Introduce fresh thinking, new ideas.

Improve tendency to vote on principle.

Provide inescapable, bracing reminders of what life in the real world is like.

Reduce power of staff, bureaucracy.

Increase competition among candidates.

Reform campaign finance.

Improve the quality of legislation.

Minimize Members' incentives for reelection-related "pork-barrel" legislation.



2. No  Tenure / No Pension. 



A Congressman/woman collects a salary while in  office and receives no pay when they're out of office. 



3.  Congress (past, present & future) participates in Social Security. 



All funds in the Congressional retirement fund move  to the 

Social Security system immediately. All future funds flow into 

the Social Security system, and Congress participates with the 

American people. It may not be used for any other  purpose. 



4.  Congress can purchase their own retirement plan, just as all Americans  do. 



5.  Congress will no longer vote themselves a pay raise. Congressional pay will  rise by the lower of CPI or 3%. 



6.  Congress will have an incentive plan. Their pay will decrease based on poor performance.



a. As the following goes up their pay goes down:

Budget deficit and national debt, beyond modest increase of CPI, Unemployment.



b. As the following goes down their pay also goes down with it:

Value of the Dollar, GDP



7.  Congress will calculate GDP without the sum of government expenditures on final goods and services. It includes salaries of public servants, purchase of weapons for the military, and any investment expenditure by government.



8.  Congress loses their current health care system and participates in the  same health care system as the American people. 



9.  Congress must equally abide by all laws they impose on the American  people. 



10.  All contracts with past and present Congressmen/women are void.



The American people did not make this contract with Congressmen/women.



11. All Congressmen/women must uphold, protect, and enforce the Constitution of the United States as it was written by our founding fathers. They will take the following Oath:



"I, [name] do solemnly swear or affirm an oath of office to support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God"
