I strongly oppose HR 3012. At the same time I can feel the pain of Indian/China folks as well. To ease up their pain, there need to be a different solution to the overall immigration policy not by lifting up the per country limit as a whole. Lifting this quota as a whole beats the spirit of American diversity.

If you want to immigrate thousands of Indians over other countries, please come up with a special bill that will let millions of Indians immigrate in USA!
it's unfair to other countries, NOOOO
Now that the EB2 dates have retrogressed back to 2007 the main argument/assumption of this petition is no longer valid. Why should an INDIAN or CHINESE with the same MS or PhD wait 5-10 years longer than someone from a ROW country. I do not support this petition
America has become a country of abusing Americans as well as immigrants (whether legal or illegal). Why dont you shut down H1B visa program forget about giving them meager green cards. Why abusing professionals amidst your confusions on green card. People dont come here to just work, they also need to have a stable life to raise a family buy a house etc etc. You can't just let people come studying in universities work for 6 years and then another wait for 5-10 years or no green card. I have two years left on my H1B and its a shame that I work as a full time employee of one of the top 5 companies in the world but I am a slave of American system and USCIS. I have cancelled plans to buy a new car, a house and saving every penny now to prepare for an exit strategy. Not to mention I will relinquish my son's US citizenship when I go back . I will never let him come back to US to be abused. You broke my family and made me stay from my parents for so long. Wont let that happen to him.

Good By Stupids.
OPPOSE, this in UNFAIR for countries other than INDIA and CHINA.

This will help INDIA ONLY and will open the door to INDIAN ONLY.
not fair for the rest of the world.
Oppose..Oppose..Oppose..
This bill is very unfair by the hard working American.
Highly skilled would only add expertise to keep America at No1 Spot. I need to start up my own business but due to rigid and ever lasting Immigration process, I couldn't.

Expert for it:

In a June 22, 2011 article in SFWeekly entitled “H1-B Visa Program Creates Caste System for Silicon Valley,” reporter Matt Smith examined the problem.

NO to HR3012
Please do not allow this bill. This will destroy this country and our jobs.
If this bill passes, it would be opening the door to unscrupulous Indian I.T. consultant firms who trick the system in order to get through the H1B approval process: this is why India's Green Card queue is backlogged. Too many unskilled labor portraying themselves as I.T. experts are on that queue.

I hope that this bill won't pass, since it would amount to granting a particular nationality the keys to a nation's I.T. infrastructure and overall Employment Based immigration system.

Don't let India an China dominate just because they outnumber others in terms of population size.
NO HR3012.
I don't think this would be wise if we pass this bill since we would somehow lose the biggest advantage in the states (which is the diversity), if we pass the law then we can expect all the states and all IT, professional work industry are full of Chinese and Indians, maybe not mainly because they are smarter or better but because they are too easy to get green card compared to past.

It seems unfair for them at first glance but it def be fair to all the public when considering all immigrants in a whole.
No, please
For the rights of minority.
Go anywhere in the world and there are two dominant presences, Indian and Chineese. I'm ROW and waiting for an eternity. These two countries dominate by sheer numbers and use their numbers to dictate all over the world. The idea behind the per-country limit is to prevent the mass influx of any one nationatlity. DO NOT PASS THIS BILL.
No HR3012
Please I pushed the wrong button by saying yes to this.....I meant for it to say NO HR3012.
NO HR3012
We don't need H.R.3012 for an "administrative fix". Will be the real administrative fix when USCIS don't use the current immigration law with the unfortunate interpretation. The way how the law is now applies to granting permanent residency for high skilled workers and families drastically reduced the number of green cards at 1/3 or 1/4 of the total 140k/year set by law. This is one reason for backlog:

Please do not allow this bill to pass. this is very unfair by the rest of us who are waiting patiently for green card numbers to be current.

Only Benefits EB3 Indians - because of their loud voices. Make it fair for everyone in EB3, it's a lifetime wait as it is
Say NO to HR 3012...This bill only favors low grade cheap Indian IT labor
Say NO to HR 3012...This bill only favors low grade cheap Indian IT labor
Please, stop this bill before it is too late!
Please stop this bill, it will be impossible for other smaller nationalities such as the ones from Europe to stand a chance of getting a green card. The USCIS will get hammered by millions of applications from India and China. It is not fair, this is complete non sense.
An insidious attempt to hijack the EB based immigration system for the benefit one group.
This bill will only benefit India!!! 85% will go to India, it is ridiculous and unfair to the rest of world!!!!!
This is the real problem: Prof. Rutledge Robert from Texas State University in a public comment on HR 3012, pay attention to the U.S. immigration system, basically wrong:

"Obama lets all of the uneducated and poor illegals come over the border at anytime, but he makes it difficult for educated people to become citizens. He's such an idiot"
