Petition for more documentation needed for filing taxes

I have seen and constantly have heard of many stories for many years now, about people filing taxes and claiming children that are not theirs. Once they get the money, they give a portion of the return to the actual parent. Most places just ask for a social security card, but that doesn't help identify if the person claiming the child is the actual parent or legal guardian. They should be asking for birth certificates or legal documentation showing legal guardianship or custodial rights. I can't imagine the amount of tax dollars that has been paid to people that are claiming children that are not theirs and they have no legal documentation to verify guardianship nor birth certificates verify them as parents.
