This is not something that should be rushed!
As an outspoken mother of a trafficked child from Cambodia, I have seen first hand what damage it does to the child, the birth family AND the adoptive family. As the years pass, it still rears it head in new ways, particularly for the "child".
Allowing children to leave a country to be adopted internationally should only be done when it is in the best interest of the child or children. It is no small thing to remove a child from his or her culture. This is a decision that should be done soberly, with great deliberation, and without the sending country being "bribed" into acquiescence.

As an adoptive parent to three older children, would I have wanted them to come to me sooner? Hell yeah! But the 3 years they spent in care, the 2 years their original family had to come forward to reclaim them, and the year they were available for adoption within their own country, lets me know their eventual international adoption primarily was done for their benefit, not for the monetary benefit of an adoption agency or government official.
As an international adoptee, I am completely opposed to this bill. Countries are better helped by setting up a social services system that helps children stay with parents and within their own country. I'm sure that adoption agencies are behind this; after all, they profit from the loss that adoptees face. Do not pass this bill!
