I know at least two employees at my branch would makee way for new hires if this happened. One is myself. one year short on service time and one and a half short on age.

Replace CSRS with new hires..savings in the billions. A decent offer will get your numbers.
If they waived the penalty and i took the VERA at 53 . It would save the P.O. over 180,000 dollars and a lot more if i stayed past 55, It just seems like a smart thing to do if they were wanting to save money
I'm 54 with 33 1/2 years, would go with the waiver of the penalty. I know of 2 other EAS within 10 miles of my office that would also go. We talk about this almost daily. If the Service is serious about reducing employees without riffing anyone this I know would reduce the workforce quickly.
waive the penalty and add a few years service with a small incentive payoff and i bet most csrs will leave. why should we pay to retire early.

Everyone I talk to says it is a no brainer,waive the penalty and get the numbers you need to leave.Most CSRS employees are within 2 to 3 years of 55 and they will go !

If the USPS offers no penalty to all csrs employees who are under the age of 55, almost all of us will go. Consequently, it will substantially save the USPS in the long run.
CSRS employee; 31+ years, but only 51. I'll definitely go if they waive the age penalty. Need to extend to ALL CSRS employees in all departments. I'm with HHS.

Do you realize that the penalty is based on life expectancy? A person retiring at age 50 has the potential of receiving over $150,000 more in retirement pay than someone with the same years of service retiring at age 55 if they both live to the same age. They both paid in the same amount, so who is being penalized? A lump sum incentive and/or the option to receive what you paid into CSRS as a lump sum would be more equitable.
I would take the retirement if they would wave the penalty.

Waive the penalty. It's like taking away from us years we've already worked.
Let them go without penalty! They did their 20 to life, we owe it to our brothers and sisters who have served us all these years and paved the way for us. It belongs to them so let them have it! Otherwise, give us a senators retirement plan! We work a thousand times harder and continued to get screwed!

I have 31 years in but only 50 years old. I put in my time, why penalize me? Why should I have to work more years because I started younger?
The solution is right in front of them and they refuse to even consider it. NO PENALTY!
Phone company got senior people of two years pay and leave early. US Postal service no money and penalty 2% per year for the rest of your life. Why should the union support such a terrible offer...Poor Poor Leadership my Postmaster and his team...
If they waive the penalty a lot of CSRS employees will go. It's insulting to think that if you leave early after 30+ years you get penalized. Espectially if you are helping the USPS by doing so.
The USPS had been mismanagement for so long, bad decisions are continuing to be made. The working stiffs are tired and just want to leave. I'm just sitting there waiting for an offer that I can live with since I'm 52 yrs. old.
80 percent and 6 months salary and i will leave otherwise it just makes sense to stay.
While I am not employed by the USPS any longer, during my 17 year tour I witnessed MANY dedicated postal workers, my husband being one of them. If the USPS wants to have ALL the Civil Service employees out of their operation, they need to compensate them for their dedication and hard work. Where the financial structure of the USPS lies today is of no fault of the postal workers..it is of management...Waive the 2% per year under 55 years of age penalty and the post office will see a dramatic reduction in employee force...without the waiver it will not happen.

Deduct the 2 percent penalty for each year under 55 and I will go with 28 years plus 4 years military time. Without that I will stay. The last offer was indeed an insult. We have families to support and in this economy it would not be to most of our advantages to retire with the penalty.
From my own personal survey within my facility, most of the csrs employees would leave if they were to be able to retire without penalties. The last hired Civil Service employees are coming up on 27 years. The Postal Service can afford it.
More people would accept an early out offer if they didn't have a penalty
I think it would save the government alot of money to give these workers an early out without a penalty.
Add 5years service and 5 years age with 1/2 of whats in retirement and I'll go. I have 33 1/2 years in at age 57. They need to offer something or I'll stay drawing 72,000 a year.
The previous offer was an insult. Even though I was within 11 months of my retirement date, I would have lost almost 5% of my retirement had I gone early. I have 16 months of sick leave due to 26 (Postal) years of perfect attendance!! They would have gotten the 15000 back before I received the second payment!!! There was no cash offered to perfect employees... Put some incentive in the next offer, PLEASE.
It is very very unfair to Civil Service postal workers, to being penelized after 30+ years in service, because they didn't reach the age requirements. Should not be penalty,
this was an early out offer.
Drop 2% penalty and offer 1 year for every 10 worked. This would be enough to encourage most CSRS persons to leave so USPS could open another retirement system and save the USPS thousands of dollors in just 5 years.
HELP STIMULATE THE ECONOMY!!!- ah, along with that whole thing about being fair and all.
Early retirement with penalties is not attractive and will not entice eligible employees to retire early.
