Seems like the right thing to do. Starting with the Romans, civilizations have taken care of their veterans, so should we!
I am stupified that veterans would be considered after any group. Veterans are men, women, seniors , disabled, minority and all classes of Americans who have served.
I think anyone who fought for our country in any war and was disabled should get preference over all groups. They gave unconditionally to save our freedom.
Veterans should have the same opportunities as other set-asides. The problem is their lack of formal advocacy, not their value of service nor their need for assistance in the federal marketplacee to prove themselves competent in business endeavors.
I(and many other combat patriots) stepped up to the plate 41 yrs. ago and it's still mind boggling what one has to go thru for obtaining assistance/help and proper care.
May God bless the returning veterans from Iraq and Afghanistan.

I honestly would not encourage anyone to join the military because it seems the system being defended doesn't deserve the risk of one's life (Maybe if we had a half way fair or equitable society I would feel differently). But I have friends who have risked their life by joining the military and defending our country such as it is. I think they deserve extra opportunities than those who did not make such a sacrifice.
what is the status of S 2300? It was passed in the house by 85%. It has been sitting in the senate for the past two years. This will create parity amongst all of the set aside programs.
Correcting mistakes, wording or laws is just a partial fix. The buyers for these Federal Agencies need to be educated in what they are buying and they must also give access to the technical people when they cannot answer a question.
Setting aside RFP's and RFQ's when such important information such as drawings are not available will result in a wasted effort for the company who is trying to bid for the first time.
The above is just an example of the problems that my company sees.
Your help is critical
(1) Change the FAR to read "any contract where the total including modifications is expected to exceed $550,000 or the execution of any modification of a contract where the total value of the contract will exceed $550,000 must submit a small business plan." For example, right now a large DLA IDIQ (estimated $2M per year and $10M for term of contract) with over 50% of the short term projects in a range of $40k to $440K that are ideal for any small business will be awarded based on one small project under the $550K FAR threshold requiring a small business plan. Since 50% of the modifications to this proposed contract is expected to add projects below the FAR threshold no small business plan (participation) is required. Stop the practice of bundling requirements and exclude small businesses participation. This is typical. (2) Mandate a study to look at how many GSA awards off of schedule are to small or large businesses as compared to the Small business NAICS determination. Secondly, streamline and simplify the GSA schedule process for service disabled veteran owned small businesses for expected annual sales to the NAICS small business $ or $1M whichever is larger. (3) make mandatory the 3% SDVOSB goals.

I am a first generation American. I am also a sole surviving son who completed a full tour in Viet Nam in the Marine Corps. It is about time to stop the nonsense and give us the breaks that all of the lay arounds get for doing nothing. Mid term elections will be a fun time for us.

As a marine veteran trying to provide access to business capital through SBA I am appalled at the reluctance of approved SBA preferred lenders to react so slowly in lending vets business working capital. Its shameless!
Vets should have equal rights for set aside business opportunity.
Once again we Service Connected Disabled Veterans are second class citizens. It is mind boggling to think how little our sacrifice to this "once" great nation has become. For any of you who think that the Obama administration (that wanted service connected disable veterans to pay for their own insurance) will support our cause are sadly mislead. Mid term elections and the defeat of this administration is the only remedy.

As a concerned citizens I urge our leaders to act now to Change “may” to “shall” in FAR PART 19.1406 and give SDV SBC Parity in Government Contracting.
As a Vietnam service disabled veteran from Agent Orange, I suffer every day. I'm so very tired of us SDVOB's getting the raw end of the ?????!!!. Its time we unite and get our fair share. The President orders and the Federal Law says we get at least 3%. I haven't got .000001% lately. If don't stand up now, we won't get it before we go on to the Lord. As an SDVOB business owner, I am tired of being told by government representatives to "apply for 8A" or "move to a HUBZone". Our government has made a promise to veterans and it is past time to live up to that promise.
