The USPS could save itself financially with just a few simple changes. For example promotions based on job knowledge not freindship, ELIMINATE contracts from other corporation such as Miritz(Mystery Shop Program)and IBM, This company checks to see how long it takes a letter to get from point A to point B. These two programs can be done within the company its called quality control.However if management is not trained how can quality control take place? We need less management and better structure in each Post Office Less MICROMANAGEMENT and certainly not S.1507. I am fed up with the assault on organized labor in this country...with the executives all taking bonuses for running companies and agencies into the ground. USPS workers are prohibited from striking. In exchange for that, arbitrators are supposed to decide our pay by comparing our wages to similar jobs in the private sector. The Coburn amendment changes that in a VERY negative way. USPS worker pay is still capped by the old rules, but will now be cut if the USPS is having a bad year when a postal worker contract goes to arbitration. It is already hard to find and keep high quality carriers when UPS pays $4 an hour more plus a better benefits package. The Coburn amendment would just make the disparity worse.
